Government Availability
United States of America
The data used to determine Availability include government funding gaps since the start of the modern congressional budgeting process took effect in 1976.1 Funding gaps did not all result in government personnel furloughs. I used this definition of availability as I believe the funding gap represents a failure of the Legislative and Executive branches of the US government to operate said government.
