The data used to determine Availability include government funding gaps since the start of the modern congressional budgeting process took effect in 1976.¹ Funding gaps did not all result in government personnel furloughs. I used this definition of availability as I believe the funding gap represents a failure of the Legislative and Executive branches of the US government to operate said government.
